1. SEP 98, THE COMMUNITY MANAGEMENT STAFF (CMS) ADOPTED AN AIS AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER AND MANDATED, EFFECTIVE 31 DEC 98, IT BE APPLIED TO ALL INFORMATION CONTAINING CLASSIFICATION AND/OR DISSEMINATION CONTROL MARKINGS, NO MATTER WHAT TYPE OF MEDIA. THIS WILL CHANGE THE WAY WE MARK OUR HARDCOPY DOCUMENTS. THE DECISION TO APPLY THE MARKINGS REGISTER TO HARDCOPY DOCUMENTS WAS NOT A COORDINATED DECISION, NOR WAS IT COMMUNICATED TO ALL THE RIGHT AGENCIES OR DEPARTMENTS. ADDITIONALLY, WITHIN SOME AGENCIES THE IMPACT OF THAT DECISION WAS NOT FULLY UNDERSTOOD OR PROPERLY COMMUNICATED INTERNALLY. THE MARKINGS APPLY TO SCI AND COLLATERAL INTELLIGENCE INFORMATION/MEDIA. 2. IMPLEMENTATION MANUAL: A DRAFT CMS INTELLIGENCE COMMUNITY (IC) CLASSIFICATION AND CONTROL MARKINGS IMPLEMENTATION MANUAL IS BEING COORDINATED THROUGHOUT THE SECURITY COMMUNITY. IT APPEARS TO BE STRAIGHTFORWARD AND EASY TO UNDERSTAND.

3. TRAINING: TRAINING REQUIREMENTS ARE BEING IDENTIFIED.

4. IMPLEMENTATION: NSA HAS NOTIFIED SUBORDINATE UNITS TO BEGIN USING THE MARKINGS. DIA DOES NOT ANTICIPATE IMPLEMENTATION BEFORE MAY/JUNE. THERE IS GENERAL AGREEMENT IMPLEMENTATION SHOULD NOT BE REQUIRED UNTIL THE IMPLEMENTATION MANUAL IS COMPLETE. HOWEVER, SINCE NEW AIS SYSTEMS SUCH AS DMS MUST USE THE MARKINGS, AND DMS IS NOW DELAYED UNTIL AT LEAST OCT 2000, SOME THINK A LATER DATE IS APPROPRIATE.

1. SK IS THE AIR FORCE (AF) PERSONNEL SECURITY MIGRATION SYSTEM FOR BOTH NON-SCI AND SCI SECURITY MANGERS. SK IS THE REPLACEMENT SYSTEM FOR BOTH THE AUTOMATED SECURITY CLEARANCE APPROVAL SYSTEM (ASCAS) AND THE SCI BILLET SYSTEM (SCIBS). SK REFLECTS DOD AND AIR FORCE REQUIREMENTS FOR DATA STANDARDIZATION AND BUSINESS PROCESS RE-ENGINEERING/STANDARDIZATION. SK WILL BE REPLACED IN FY00 WITH A NEW DOD PERSONNEL SECURITY MIGRATION SYSTEM, THE JOINT PERSONNEL ADJUDICATION SYSTEM (JPAS). THE CLEARANCE AND ACCESS VERIFICATION SYSTEM (CAVS) IS THE PROTOTYPE FOR JPAS.

2. SK USE IS MANDATORY. UTILIZATION OF SCIBS WILL BE DISCONTINUED 30 APR 99 (30 DAYS AFTER THE ASCAS IS TURNED OFF). CONTINUED USE OF SCIBS INHIBITS OUR EFFORTS TO MAXIMIZE THE TRANSITION TO A PAPERLESS ENVIRONMENT FOR PERSONNEL SECURITY PROCESSES. IT IS ESSENTIAL THAT ALL MAJCOM SSO’S REVIEW AND REVISE THEIR EXISTING PERSONNEL SECURITY BUSINESS PROCESSES TO REFLECT THE NEW AUTOMATION CAPABILITIES.

3. FOR CAVS USERS, ASSISTANCE IS AVAILABLE VIA THE EMAIL SK HELP LINE (SKHELP@EMH-497IG.BOLLING.AF.MIL). UPDATES REGARDING SK AND ALL DOCUMENTATION IS AVAILABLE VIA THE SK WEB PAGE (SENTINEL KEY.BOLLING.AF.MIL).

4. REQUESTS FROM CAVS USERS TO INCREASE THE NUMBER OF PERSONNEL WITH ACCESS TO CAVS MUST BE SUBMITTED TO THE MAJCOM ACCOUNT MANAGER FOR REVIEW AND APPROVAL PRIOR TO FORWARDING TO SK PROGRAM MANAGEMENT OFFICE (PMO).

5. REMINDER TO CAVS USERS: SK RECEIVES DATA FROM AFPC, HOWEVER, 497 IG/INS DOES NOT OWN OR MANAGE THIS DATA. ERRORS IN SOME INFORMATION SUCH AS NAME, D/POB, SSN, CATEGORY, MANPOWER NUMBER, SAR, CAN NOT BE CHANGED IN SK ON A PERMANENT BASIS. EACH TIME SK RECEIVES A NEW DATA LOAD, IT OVERWRITES ANY CHANGES TO THIS INFORMATION PREVIOUSLY ACCOMPLISHED BY EITHER AN ADJUDICATOR OR A CAVS USER. THE SK PROGRAM MANAGEMENT OFFICE (PMO) HAS REQUESTED THAT WHEN ERRORS OF THIS NATURE ARE DETECTED, THIS INFORMATION BE RELAYED TO YOUR MAJCOM DP OR SERVICING PERSONNEL FLIGHT FOR CORRECTION IN THE MASTER HEADQUARTERS AIR FORCE (HAF) PERSONNEL FILE. B. THE CLASSIFICATION LINE AND PORTION MARKINGS WILL USE SLASHES, HYPHENS, COMMAS, AND SPACES AS SEPARATORS.

C. AGENCIES MAY USE ONLY THOSE MARKINGS AND ABBREVIATIONS LISTED IN THE AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER.

D. COUNTRY CODES CHANGE FROM TWO-LETTER TO THREE-LETTER ABBREVIATIONS. ISO 3166 ABBREVIATIONS WILL BE USED.

2. THE CHANGE IN MARKING PROCEDURES IS THE RESULT OF CONGRESSIONAL EMPHASIS ON INTEROPERABILITY OF AUTOMATED INFORMATION SYSTEMS (AIS) AND DCID 1/7, "SECURITY CONTROLS ON THE DISSEMINATION OF INTELLIGENCE INFORMATION." REQUIREMENTS FOR UNIFORM MARKINGS AS COMPILED IN THE AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER.

3. THE MARKINGS REGISTER WAS ORIGINALLY DEVELOPED TO PROVIDE UNIFORM CLASSIFICATION AND CONTROL MARKINGS FOR AIS. IN SEPTEMBER 1998, THE EXECUTIVE DIRECTOR FOR INTELLIGENCE COMMUNITY AFFAIRS, DIRECTED THE IC TO USE THE MARKINGS FIRST ON HARDCOPY OR WORD PROCESSED INFORMATION AND ESTABLISHED A WORKING GROUP TO IMPLEMENT THE NEW MARKINGS.

4. THE STANDARDIZED MARKINGS AND NEW FORMAT MOVE US TOWARD INTEROPERABILITY. THE DEFENSE MESSAGING SYSTEM (DMS) WILL USE THE MARKINGS WHEN IT COMES ON-LINE IN 2001, AND ALL IC AIS SYSTEMS WILL EVENTUALLY CONVERT TO THE STANDARD MARKINGS.

5. APPLYING THE MARKINGS ON HARDCOPY WILL PERMIT USERS TO LEARN THE NEW SYSTEM AND ALLOW FOR A TRANSITION PERIOD BEFORE DMS COMES ON LINE. DMS WILL REJECT TRANSMISSIONS WITH IMPROPERLY APPLIED CLASSIFICATION AND CONTROL MARKINGS, WITH MINIMAL OR NO HUMAN INTERVENTION. THUS, CORRECTLY APPLYING THE MARKINGS IS ESSENTIAL TO PREVENT UNAUTHORIZED RELEASES TO FOREIGN COUNTRIES AND UNAUTHORIZED DISCLOSURES.

6. THE AUTHORIZED CLASSIFICATION AND CONTROL MARKINGS REGISTER AND THE INTELLIGENCE COMMUNITY CLASSIFICATION AND CONTROL MARKINGS IMPLEMENTATION MANUAL ARE POSTED ON INTELINK-TS AT HTTP://WWW.CMS.IC.GOV/CAPCO AND ON INTELINK-S AT HTTP://WWW.CMS.CIA.SGOV.GOV/CAPCO [restricted addresses].   2. THE TRANSFER-IN-STATUS (TIS) PROCESS IS NOT AN SK PROCESS NOR IS IT PAPERLESS. A TIS IS EXECUTED PER GUIDANCE IN AFMN 14-304, PARA 2.6. THE TIS IS ONLY USED WHEN EITHER THE LOSING, GAINING, OR BOTH ORGANIZATIONS HAVE NO SK CPAPBILITY. WHEN THE TIS IS UTILIZED, INDIVIDUALS MOVING BETWEEN NON-SK CAPABLE ORGANIZATIONS WILL NOT RECEIVE AN SCI DEBRIEF/RE-INDOCTRINATION AS PART OF THE PCS/A PROCESS.
