          RefMlet 12/27/67 captioned "Rabble Rouser Index
(Subversive Control)" and Bulet to Miami 1/10/68 captioned
"Rabble Rouser Index."  RefMlet indicated that Miami had
no individuals within its territory who qualified for the
Rabble Rouser Index (RRI) under the expanded criteria.

          Bureau feels that certain members of the captioned
militant terrorist anti-Castro group do qualify for the RRI.
Among these are the following:

Miami Office
     Manuel Felipe Rivero Diaz (MNfile 105-11739)
     Miguel San Pedro Garcia (MNfile 105-12822)

New York Office
     Ignacio Novo Sampol (NYfile 105-40559)

Newark Office
     Guillermo Novo Sampol  (NKfile 105-19876)

          Miami, New York and Newark respectively, promptly
submit separate write ups regarding the above-mentione
individuals for inclusion in the RRI.  Also review your
file on captioned organization and individuals connected
with it for the names of and other individuals who should
be included in the RRI.  Any additional individuals who
should be included in the RRI should likewise be submitted
as separate write ups.
