OVERVIEW

  1. Criminal Investigation (CI) provides CI-developed software and other shared software to support special agents and Group Managers. Generally, these applications can be grouped as:
    • Administrative
    • Investigative Support
    • Research
    • Management

ADMINISTRATIVE

  1. The administrative applications include the following:
    1. Administrative Forms
    2. Tax Return Inventory
    3. HR Manager
    4. AFS
    5. TRAS
    6. CIMIS

Administrative Forms

  1. This application provides templates for standardized administrative forms and correspondence. Many of the forms and correspondence can be signed electronically.
  2. The Administrative Forms provides the user with access to over 50 different administrative forms used throughout CI. The user has the capability of opening a template of any form, filling in the blanks, and instantly producing that form in a finished format. All forms can be created and printed ad hoc, created and saved, or saved forms can be brought up for editing.
  3. This program is designed to be used by clerical personnel preparing forms for agents or managers.
  4. Forms can be selected from the main menu in the following ways:
    1. Forms listed by form number
    2. Forms listed by name
    3. Forms listed by category

Tax Return Inventory

  1. The tax return inventory program replaced the Foxpro Tax Return inventory program. This program maintains the tax return inventory.

HR Manager

  1. HR Manager is used to provide access to Personnel's HR Manager system.

Automated Financial System (AFS)

  1. Automated Financial System (AFS) is used to access the Automated Financial System at the Detroit Computing Center.

Travel Reimbursement and Account System (TRAS)

  1. TRAS is used to file travel vouchers electronically.

  1. CIMIS is used to provide access to the CI Headquarters system.

INVESTIGATIVE SUPPORT

  1. The Investigative Support Group includes the following applications:
    1. Agent Suite
    2. Search Warrant

Agent Suite

  1. Agent Suite is an application developed to save special agents time during investigations.
  2. Agent Suite is used to create an investigation data file which will automatically fill in forms, spreadsheets, and correspondence. This program allows special agents to copy or transfer investigation information and analyze bank accounts, invoices, and telephone tolls. Special agents can create Special Agent Reports (SAR) in several different formats. Special agents can enter supporting evidence, cite witnesses, create a witness list for an SAR, and compute several methods of proof.
  3. Agent Suite includes the following applications which are used to perform the tasks listed above:

    2. Evidence Manager & SAR
    3. Financial Account Analysis
    4. Invoice Analysis
    5. Telephone Toll Analysis

Search Warrant

  1. The Search Warrant program is used to set up information about a search/seizure site, to create an inventory record, to print labels for seized items, and to execute search warrants.

IRM

  1. This is Part IX of the Internal Revenue Manual (IRM). The IRM uses the TextWare text retrieval system, as published by Corporate Automated Research Tools System (CARTS), to display the manual. CARTS is a project of the Chief Compliance and Taxpayer Service in partnership with a project developed by the Regional Compliance Officer, Southeast Region.
  2. The entire IRM is distributed by CARTS on CD ROM. If your computer has a CD ROM drive or you are connected to a LAN where the CD ROM can be loaded, the entire IRM can be viewed and researched.
  3. Publishing Services also has the entire IRM available on CD ROM using the Dynatext Browser software. If your computer has a CD ROM drive or you are connected to a LAN where the CD ROM can be loaded, the entire IRM can be viewed and researched. This CD ROM can be ordered as Document 9768, Catalog No. 22933Q, from your local Internal Management Document Distribution System (IMDDS) coordinator.
  4. Both CARTS and Dynatext are being produced at this time because DOS machines can use the CARTS product. The Dynatext version is for Windows-based systems only.

Seizure Handbook

  1. Chapter 11 of the Seizure Handbook deals with Title 18 seizures and forfeiture(s). The application has the functionality to search by subject, word, or form number.

  1. DOJ Seized Computer Manual lets the user search the Seized Computer Handbook by subject, word, or form number.

Money Laundering Guide

  1. The Money Laundering Guide Manual is a summation of money laundering statutes within the investigative purview of CI. The text includes statutory and regulatory changes brought forth by the Money Laundering Control Act of 1986, the Anti-Money Laundering Act of 1992, the Money Laundering Suppression Act of 1994, Section 6050I of the Internal Revenue Code, and 31 Code of Federal Regulations, Part 103. The text also contains uniform disclosure provisions relating to money laundering investigations. The application will be maintained by Headquarters.

  1. US Sentencing Guidelines Commission application is a DOS-based software package. The name of the application is ASSIST.
