Item 36, AFTRAK/CATS Number

  1. Item 36 "AFTRAK/CATS Number" (ssi): Enter for Subject Seizure Investigations only. Enter the eight digit Asset Forfeiture System (AFTRAK) number assigned. These numbers assigned will begin with the letter "S." Do not enter the letter "S" in this multiple field. The system will maintain a record of all Asset Forfeiture System (AFTRAK) numbers entered.

Item 37, Multi-Agency Code

  1. Item 37 "Multi-Agency Code" (g/p/s): Enter for General Investigations, Primary Investigations, and Subject Criminal Investigations only if the investigation is being conducted/coordinated jointly with federal, state, local, or foreign government agencies. Simultaneous Criminal Investigation Program (SCIP) Investigations use codes 16 through 19. The system will maintain a record of all entries in this multiple field.

Item 38, Undercover Number

  1. Item 38 "Undercover Number" (g/p/s/ssi): Enter for General Investigations, Primary Investigations, Subject Criminal Investigations and Subject Seizure Investigations. Enter the seven digit number assigned by the DI Area Office for approved undercover operations. An entry in this item requires an entry in Undercover Approval Date. ALL INVESTIGATIONS WHICH ARE THE DIRECT RESULT OF THE UNDERCOVER OPERATION MUST REFLECT THE SAME UNDERCOVER OPERATION NUMBER AND DATE. Undercover Approval Date: Enter the date that each undercover operation was approved. The following format should be used (MMDDYYYY). Do not update this field if the operation is extended. The system will maintain a record of all entries in this multiple field. The following is the composition of the undercover number:
    1. The first digit designates the DI Area controlling the operation.

The second and third digits represent the fiscal year in which the operation is approved.

The fourth, fifth, and sixth digits (001-999) represent the numerical sequence of approved undercover operations in the Region during the designated fiscal year. The numbering sequence reverts to 001 at the beginning of each fiscal year.

The seventh digit designates the classification of the operation, (See text 920 through 923 of IRM 9781, Handbook for Special Agents). Group I "1," and Group II "2." This digit must be changed to reflect a change in classification, i.e., Group II to a Group I. The original approval date should not be updated when a classification change is made.

Enter the U/C number in the following format: 8-89-034-1. This number designates the 34th approved operation in the Eastern Area Region during Fiscal Year 1989, and it is classified a Group I operation.

Item 39, Consensual Number

  1. Item 39 "Consensual Number" (g/p/s): Enter for General Investigations, Primary Investigations, and Subject Criminal Investigations. Upon receipt of an approved non-tele-phonic consensual monitoring request, enter the number that was assigned by CI Headquarters to track the request. Do not record extensions. An entry in this item requires an entry in Consensual Approval Date. Consensual Approved Date: Enter the date that each consensual monitoring request was approved. The following format should be used (MMDDYYYY). The system will maintain a record of all entries in this multiple field. Composition of Consensual Monitoring Number:
    1. The first two digits will represent the fiscal year of authorization i.e., "89" for 1989.
    2. The third, fourth, fifth, and sixth digits will be a number assigned by CI Headquarters.
    3. The full consensual number will appear as follows: "890125" .

Item 40, Search Warrant Number Executed and Date Executed

  1. Item 40 "Search Warrant Number Executed and Date Executed" (p): Search Warrant information is being captured to account for the "number" of CID search warrants that were executed on the individual(s)/entities related to the Primary Investigation and/or any associated Subject Investigations. Enter the total number of search warrants executed for a specific date on the associated Primary Investigation only. NOTE: A Search Warrant may only be issued if there is a Subject Criminal Investigation. The following date format should be used (MMDDYYYY). The system will maintain a record of all entries in this multiple field.

Item 41, U.S. Mail Cover Number and Date Approved

  1. Item 41 "U.S. Mail Cover Number and Date Approved" (p): Mail Cover information is being captured to account for the number of "approved" mail covers conducted. Enter the total number approved and date of approval for each U.S. Postal Service mail cover request on the associated Primary Investigation only. Use the following date format (MMDDYYYY). The system will maintain a record of all entries in this multiple field.

Item 42, Summons Enforcement Indicator

  1. Item 42 "Summons Enforcement Indicator" (s): Enter for Subject Criminal Investigations only. Enter a "Y" to indicate that summons enforcement was involved in the Subject Investigation.

Item 43, Financial Investigative Task Force Indicator

  1. Item 43 "Financial Investigative Task Force Indicator" (p/s): Enter for Primary Investigations and Subject Criminal Investigations only. Enter a "Y" if information to initiate the investigation was developed from a financial investigative task force.
