Dear Mr. Young,

I am grateful for you to follow the CIA-PSIA affair.

Today, I would like to publicize how PSIA has kept me under surveillance and how incredibly low their surveillance capability is!

As I mentioned the day before yesterday, I recorded almost all their activities with digital video camera. A famous Japanese mail magazine "CyBazzi" (http://move.to/cybazzi equivalent of "Drudge Report", I think) introduced that videotape on the Internet.

As you can see, the streaming consists of four parts. Time code is displayed on the original videotape but missed on the streaming. I would like to add somewhat explanation to them

Part 1

<September 22, around 04:00>

When I went to the first-food shop near my house at midnight, I happened to find an PSIA agent on the street. I immediately recognized him. He is Teruhiko Ooe, who belonged to the personnel division in 1998.

Ooe must have noticed me but pretended not to have noticed me. I decided to trace him. I blatantly walked just behind him. However, he did not look back and continued to walk. He walked on the street for about 15 minutes. In the early morning, there was no one on the road except for us.

Ooe would be embarrassed because I did not give up tracing him. A taxi cab happened to approach us. He finally took the taxi and ran away.

Seeing me videotaping Ooe, he said "What are you doing!"

"Stay here! You are a thief" I replied. I could not explain why the word "thief" occurred to me at the moment.

I had a video camera in my bag because, on September 21, on the street near my home, I had found the car owned by a PSIA official. The owner of the car, within that day, turned out to be Kunihiko Sumiyoshi, who was deployed to the Japanese consulate in Khabarovsk, Russia, in 1996. Unfortunately I failed to record him and his car.

Part 2

<September 23, around 05:00>

I identified two PSIA agents at bus station 200 meters away from my house. They were in a car and watched toward the corner. From that point, they can check the street to the station. One of the agents is Yoshio Adachi, who dealt with the clandestine budget in 1998. The car is his private one. I could not identify the other agent. They ran away when they noticed I began to videotape them.

Part 3

<September 23, around 08:00>

This is the streaming when "the incident" took place. There were three agents in the car. The car is owned by the PSIA. That is, it is an official car.

The agent in the rear seat was "Hideki Kido", who belonged to the Russian division in 1998. The man in the driver's seat was "Isamu Inoue", who claimed to be attacked by me. The other is unknown.

Those three men called for the police and urged them to arrest me.

They stationed the van just in front of the apartment house. It will be far more appropriate to call it "challenge" rather than "surveillance".

Through part 1 to 3, you can get a glimpse of the operational capability of the PSIA. Indeed they are like amateurs but Kakiage, who will be nominated as the Director General in next January, is said to have ordered the agents to watch me so that I could easily find them. The reason is Kakiage intended to irritate me and make up the incident.

Part 4

<October 14, around 10:00>

I was released on October 10 but did not immediately go back to my room.

The door was broken. A simple key was attached on the door but it did not work because anyone was able to remove it by using a driver.

On October 14, I returned my home to check whether someone besides the police invaded in my room.

Fortunately it appears that nothing important was stolen while I was detained in the police station.

However, as you can see, it is clear that someone manipulated the key.

In fact, during the interrogations, the Nogata police said to me "The PSIA agents, in spite of having no authority, had tried to enter your room on September 23, but in vain. We stopped them.".
