DESC: The U.S. Army, TACOM-ARDEC has a requirement for Engineering
Services for the Hand Emplaced (HE) Wide Area Munition (WAM)
Product Improvement Program (PIP). The HE-WAM PIP system employs
US cryptography as required by AR380-19 for command, control,
and communications. The approval authority for systems such
as the HE-WAM PIP system employing US military grade cryptographic
technology is the National Security Agency (NSA). This task,
NSA Security Engineer Support,is focused on monitoring and
supporting that process to a successful NSA endorsement by
acting as the Government's lead technical security engineer
for the Program Manager for Mines, Countermine and Demolitions(PM-MCD)in
the procurement of the HE-WAM PIP system. The contractor will
provide security engineering support to PM-MCD by representing
the government on NSA technical issues that are critical to
the timely development and delivery of the system. Finalizing
with NSA and PM-MCD the algorithm and NSA Type description
for the cryptographic algorithm to be used in the HE-WAM PIP
system. Finalizing with NSA and PM-MCD the level of effort
required to perform Tempest testing of the HE-WAM PIP system.
Facilitating any partnership or other agreements between the
NSA and PM-MCD that are required for NSA programmatic assistance.
Finalizing the appropriate classification level of the HE-WAM
PIP system that performs the intent of the original concepts.
Coordinate with the NSA designated and systems security engineers
on security related issues that could effect the system security
design. The government intends to award a sole source contract
to Mc Adams Technologies, Falls Church, VA. This solicitation
will be available for downloading from the World Wide Web Electronic
