That now is all committed, and working.  No doubt some bugs
will pop up from time to time, but it now reads in the contract
at the beginning, processes the keys as reasonable defaults,
and will accept an empty file name where those keys are
requested.

SCW also saves out the unsigned contract into that file (whereas
before, it saved out the base contract - without keys).

So now the legal issuer - someone who signs contracts - has some
workflow assistance in getting the contracts written, as well as
all the key checking and signing.
